The above link will take you to CSA staff guides. I have no intention of reading the whole thing myself, but thought I'd have a little browse. The first thing I clicked on was Procedures for current rules cases, and from there clicked on Failure to cooperate as I will often become puzzled by how the CSA rules who's uncooperative or not... and this is what met me (clickable for larger picture):

Currently, where an NRP is marked as ‘uncooperative’ shared care details cannot be recorded, in addition once this decision has been made it cannot be revisited to mark the NRP as ‘cooperative’ at a later date.
